Biography

William D. O’Connell is a PhD candidate in the Department of Political Science at the University of Toronto, specializing in international relations and public policy. His dissertation, titled “Bailing-in or out? The politics of moral hazard in international finance”, focuses on the politics of cross-border bank resolutions and the role of transnational expert networks in developing new areas of public policy. His other work has focused on the rise of China in the global economy and the regulation of cryptocurrency exchange platforms, which has been published in Review of International Political Economy and The Conversation, respectively. William received his BA from Bishop’s University and his MA from the Norman Paterson School of International Affairs at Carleton University. Prior to doing his PhD he held several positions as a policy analyst in the Government of Canada. He is from Dartmouth, Nova Scotia.
